Neuer Änderungswunsch: Ausgestaltung "passives" oder "aktives" Wahlrecht

Der Vorschlag scheint nicht allzu gut ausformuliert zu sein. Es muss klar herauskommen, ob passives oder aktives Wahlrecht oder beides gemeint ist, sonst kann man weder unterstützen, noch zustimmen noch ablehnen sondern lediglich rätseln...
